You cannot turn your PC into a Wi-Fi Hotspot until it is connected to another device.

Using Command Prompt

Another way to turn your windows PC into a Wi-Fi hotspot is by disabling a wireless network. You can use command line in Windows and create a batch file. Follow the instructions written below to create start your network:
Go to start menu and then search for programs, type ‘cmd’. The program Command Prompt will open, right click and select Run as Administrator. You can create ad-hoc wireless network using multiple commands. Also, create a batch file to do the same thing next time easily. Don’t forget to enable the “Internet Connection Sharing” option if you want to share connection with other devices.
